We recognise the importance of local context, whilst also doing everything we can to avoid wheel-reinvention. We’ve developed models to help figure out where value is really added, and where change is unlikely to affect outcomes all that much.
Our approach sets out the way we like to do things. You can work with us on just one element, or on a whole programme of work. We’re pretty flexible to fit in with what you need, but will probably challenge you a bit as well – in a friendly way.
Hello, I’m Dave, and I started Localise (under another name) in 2021, having spent my career working in change, digital, and IT roles across the public sector. I’m deeply sceptical about the ability of technology to improve anything.
Tracy keeps the Localise show on the road, being on top of all the financials, company administration, and provides a standard of common sense that is mostly lacking from the other two team members.
Merlin is the goodest of good boys. He mostly concentrates on capturing and chewing socks, yawning, and going for walks. He is also probably the team member most likely to lick you on a first meeting.
Ben Proctor is a consultant in digital, data and technology. I work with public bodies and nonprofits to help them improve services through the better use of data. He’s also a city and county councillor in Hereford, and a massive newt fan.

Seb Dadbin is a skilled project management professional specialising in digital transformation. He possesses a skillset including strategic project and programme management, agile software development, and data analysis.
Steph Gray has had a varied career across communications and digital that has seen him move from being a civil servant to founding a successful agency. Steph helps us out on a whole range of things, but his WordPress nous comes in especially handy.
